Several icons of the Solar Pantheon line the walls, and symbol after symbol indicate the patronage of the maddened Archbishop Wynn. The sagging facade outside bears a fresh coat of paint, all white and prismatic gold. However, Bisquiet also happens to be a front for covert resistance and information gathering – one which the Ministry is keen to retain, despite the danger introduced by its gorgeous, powerful clientele. Cupcakes from sweet mushrooms harvested by Dark Farmers and honeyed tarts using authentic produce from actual New Heaven hives are just two of the items you may find on its unique shelves. Their cuisine draws artfully from drow culture, and its ‘exotic’ roots make visiting this quaint, rotting section of the city all the more thrilling for its customers. Staffed and owned by drow, Bisquiet is the topic of interest among high society in Spire. Burned to ashes in the eagerness of Mister Alas’ roaming arsonists, the quiet block now hosts a single set of singed tenements – one of which hosts the hottest Spire secret: a bakery known as Bisquiet. Squads of poorly-hidden enforcers, formerly dedicated to keeping undesirables out of the shabby district, can now be seen protecting a single street at all hours of the day and night (though time means little in the whirling light shafts of Ivory Row’s shifting windows). The faded grandeur of Ivory Row is more porous than ever. Initially we’re going to be starting off with a premade scenario: What might not be is your assignment in the drows secret paramilitary-revolutionary cult: The Ministry. But that’s all old news to you common drow. So Spire it is! They have sworn to do anything necessary to remove the aelfir from power and return Spire to the drow. You are members of one such cult – The Ministry of Our Hidden Mistress – and call themselves Ministers, paramilitary zealots living secret lives in service to their dark goddess of grace, subterfuge and misdirection. Worship of two of the three main goddesses of old Spire has been forbidden, and as such, cults devoted to them have been destroyed or radicalised and driven underground. Traditional Desteran culture is under attack from the aelfir.

Working conditions are poor, and injuries and deaths are common. Each drow is required to serve a Durance when they come of age: four years of unpaid labor in the service of an aelfir lord. They live lives of perverse luxury and senseless excess compared to the countless drow who work in their factories, houses and farms. The aelfir now rule Spire from gilded ice-palaces within the upper areas of the city. From Spire, the aelfir continue their conquest down to the south, and are caught up in a bloody struggle with the hyena-faced gnolls of far Nujab that they fight with armies of ingenious human mercenaries. Now, they graciously allow dark elves, or drow, to live in the city if they perform four years of service to an aelfir lord once they come of age. Two hundred years ago, the high elves or aelfir, strange and beautiful masked creatures from the far north – took it from the dark elves after a brutal and bloody war. A structure of unknown make that houses a blistering, rotten hole in reality at its centre where the sane dare not tread.
